The Campaign

Off-highway vehicle (OHV) or off-road vehicle (ORV) designates four-wheeled ATVs, three-wheeled ATVs and snowmobiles. According to Québec law, these vehicles may not be operated on public roads. In Nunavik, however, these vehicles are used for daily transportation, and share the road with cars, trucks, bicycles, motorbikes, pedestrians and dogs...

This leads to many accidents in our communities, especially among young people. The aim of the Nunavik Prevention and Awareness Campaign on OHVs is to increase safety awareness when driving snowmobiles and ATVs.

Our story

In 2004, the Québec government recognized the need to ensure the safety of people using ATVs and snowmobiles, as well as the other residents of Nunavik.

Not only was there a growing number of off-highway vehicles (OHVs), but OHV accidents resulting in serious injury and death were increasing too. In 2006, the Québec government proposed the creation of regional round tables to help understand the specific issues related to OHV safety in the different regions of the province.

For Nunavik, the round table mandate was given to the Kativik Regional Government.

The Nunavik Round Table on OHVs consists of representatives of different Nunavik organizations. Their job is to report on how OHVs are used in Nunavik and draw attention to the problems and challenges related to OHV safety in the Northern villages.

The first report by the Nunavik Round Table on OHVs was submitted to the Québec government in April 2011 and a second report in November 2011. The new mandate of the Nunavik Round Table on OHVs is to conduct a safety campaign throughout Nunavik with the MTQ as the main financial backer.


The Nunavik Prevention and Awareness Campaign on OHVs is led by a prevention committee comprising staff from different Nunavik organizations, such as the Kativik Regional Police Force, the Nunavik Regional Board of Health and Social Services, the Kativik School Board, and the Kativik Regional Government.


During the public consultations held in the spring of 2010 in all Northern villages, the Nunavik Round Table on OHVs heard the many concerns of Nunavimmiut who wanted more peace and safety in their communities.

The mission of the Nunavik Round Table on OHVs and the Kativik Regional Government and its partners is to develop an off-highway vehicle (OHV) accident prevention and safety awareness campaign in Nunavik over several years.
